Shri. Madan Gopal, IAS, has a Master’s degree in Commerce and Post graduate diploma in Journalism. He was selected into the Indian Administrative Services in 1984 and placed in Karnataka Cadre. During his 3 decades of service in Karnataka, he has served the state in almost all the departments namely heath and family welfare, State Financial Corporation, Dept. of Higher Education, Food and Civil Supplies, Department of Public Instruction, Karnataka Handloom Development Corporation, Department of water sources, Mines and Geology etc. He has also served as Private Secretary to Union Ministers of State, GOI for Tourism, Rural areas and Employment. He was deputy commissioner for Bijapur and Gulbarga.(He was Project Administrator, Karnataka Health System Development and Reform Project & Mission Director, National Rural Health Mission, Bangalore, Commissioner for Public Instruction, Bangalore, Private Secretary to Union Minister of Coal & Mines, Govt. of India, and Registrar, University of Hyderabad, Hyderabad. He was Deputy Secretary, Dept. of Education, Ministry of Human Resources Development, and Govt. of India. He was Asst. Commissioner &Sub-Divisional Magistrate, Nanjangud, and Mysore District.
He has attended various workshops and seminars at National and International Levels as a Resource Person on Project Preparation, Project Management, Socio and Environment Assessment, Institutional Building, Community Mobilization, Non-formal Education, Health, Rural Development, Empowerment and other related issues.
He has visited several (50+) countries including France, Sweden, Norway, Denmark, Germany, Spain, Finland, Italy, USA, South Africa, Ethiopia, Tanzania, Israel, Vietnam, Philippines, South Korea, Japan, Singapore, Malaysia, Thailand, Peru, Bolivia, Nepal, Bhutan to attend seminars and workshops and also as part of the Study Teams on various development and educational issues.
He has prepared a Special Report on Literacy Campaigns on Tanzania and Ethiopia after visiting these countries.
He has published many books and presented paper at National and International forum.
He retired from his service in 2015.
